The proposed rail line in Texas is the subject of a draft environmental assessment. The STB’s Office of Environmental Analysis issued the document late last week. It covers a 2.6-mile project in Webb County. This is reported by the railway transport news portal Railway Supply.

Proposed rail line in Texas would serve Gateway Industrial Park

The draft environmental assessment reviews the line’s potential environmental and historic effects. If built, the line would connect with an existing Union Pacific Railroad mainline.

Also, it would serve Gateway Industrial Park. Meanwhile, the site is under development north of Laredo. It is near Interstate 35 and State Highway 255. The review follows the company’s December 2025 petition to construct and operate the line.

Petition and public comment timeline

As reported by Progressive Railroading, Laredo Gateway Industrial Railway LLC filed that petition in December 2025. It seeks the STB’s authorization to construct and operate the rail line. In addition, the company proposes a rail alternative at the industrial park. Commodities can be transloaded between truck and rail.

They can then be interchanged with UP for shippers at Laredo’s port of entry. Separately, the OEA is inviting the public and interested parties to review the draft assessment. Comments are due by May 1.
