California High-Speed Rail Opens 62nd Structure as Central Valley Build Shifts Toward Track Installation

UNITED STATES: The Corcoran Highway overpass has opened as the 62nd fully completed major structure on California’s 119-mile Central Valley high-speed rail construction segment, where track installation is scheduled to begin later in 2026.

The headline count is more useful with a denominator. The California High-Speed Rail Authority’s detailed Central Valley status reporting lists 92 structures across Construction Packages 1–4, while its Aug. 11 public update says 62 are fully completed and 30 more are underway. The same update reports nearly 90 miles of guideway complete on the 119-mile segment.
Those figures describe civil construction, not an overall completion percentage for the planned San Francisco–Los Angeles/Anaheim railway. The Authority’s detailed status report defines guideway completion as earthworks complete with rough grading. It defines structure completion as concrete work complete and ready for punchlist and certification, before being ready for track installation or road traffic. That reporting definition is not identical to the public “fully completed” structure count.

What the 62nd structure adds in Kings County
The Corcoran Highway grade separation is a 713-foot overpass northeast of State Route 43 in Kings County. More than 43 feet wide, it carries road traffic over an existing canal, Fifth and Orange avenues and the future high-speed rail alignment.
Its 28 precast concrete girders were manufactured in Hanford by the Dragados-Flatiron Joint Venture. The structure used approximately 1,900 cubic yards of concrete and 1.4 million pounds of steel. It is the second grade separation completed in Kings County during summer 2026.
The local safety case is broader than this single overpass. The Authority estimates that grade-separation projects across Kings County will prevent about 670 crashes over 30 years and provide approximately $137 million in public-safety benefits over the same period. Those are projected countywide benefits, not results attributed solely to Corcoran Highway.

Track and systems are the next construction layer
The project’s next delivery layer is already in procurement and mobilization. On June 1, the Authority’s board approved Kiewit, Stacy Witbeck and Herzog as the joint venture for the Track and Systems Construction Contract. The board memo set a not-to-exceed contract value of $3.5 billion and authorized initial Notices to Proceed worth about $379 million.
The scope goes well beyond laying rail. It includes track and overhead contact system work, traction power, train control, communications and other integration, testing and commissioning activities. The contract is structured in packages, with the initial 119-mile Central Valley segment at its core and provisions for work on future Merced and Bakersfield extensions.
The Authority says track installation on the Central Valley segment is scheduled to begin later in 2026. It has also directly procured long-lead materials including rail, concrete ties and ballast. That distinction matters when reading the civil-progress numbers: nearly 90 miles of completed guideway does not mean nearly 90 miles of finished railway. The guideway is the prepared civil formation on which the track and systems layer still has to be installed.
Merced and Bakersfield extensions are on separate procurement paths
The 119-mile construction segment is only the current civil core of the planned Merced–Bakersfield early operating segment. On June 25, the board approved procurement for the Merced-to-Madera civil works extension, covering grading, structures and roadway improvements north of the existing construction zone. The Authority expects two teams to be shortlisted by the end of 2026, with major construction anticipated from late 2027 through 2030; the contract is estimated at about $2.4 billion.
The 2026 Business Plan sets 2032 as the updated completion date for the Merced–Bakersfield early operating segment, a one-year extension that the Authority says accounts for additional optimization time and pending policy changes. That is a programme completion target, not a guaranteed passenger-service date.
Procurement is also not advancing at the same pace at both ends of the corridor. A July Office of the Inspector General review found the Merced extension civil procurement advancing as planned, while the Bakersfield extension solicitation was not set to be released until the third or fourth quarter of 2026. The review said the expected Bakersfield award had shifted into the first or second quarter of 2027, increasing schedule risk for the Merced–Bakersfield segment.
That puts the Corcoran opening in a clearer frame. It does not show that California high-speed rail is 62 of 92 structures, or roughly three-quarters of the way, to overall completion. It shows that a defined 119-mile civil construction programme has moved another major structure into the fully completed column while its guideway advances toward a separate railway-installation phase. The next documented milestones are the start of track installation on the 119-mile segment and further procurement progress on the Merced and Bakersfield extensions.
