California transit improvements are at the center of a June 26 executive order signed by Gov. Gavin Newsom, which directs California transportation agencies to “accelerate statewide technologies and strategies” that can support local transit and passenger-rail systems.

California transit improvements order

California government officials described the order as a “direct response” to President Trump’s proposed federal budget for fiscal year 2027. The proposal would reduce federal public transit funding by about 23% and passenger-rail funding by about 82%⁠, they said.

Transit data, grants, and coordination

Under the order⁠, the California State Transportation Agency is assigned several tasks. They include consolidating critical local and regional projects into a statewide priority list, establishing public grant dashboards, and creating common standards for transit data and payment systems.

The order also calls for design and permitting standards for transit infrastructure on the state highway system. CalTrans is directed to coordinate bus and rail services across California, while data standards are to be published and the California Integrated Travel Project expanded.

Context

The order’s data and payment measures relate to a broader interoperability issue in California transit. Cal-ITP⁠ says the state has hundreds of public transit providers, but no consistent way to collect fares, verify discount eligibility, or provide real-time vehicle information to riders.

The Governor’s office also links the June 26 order to recommendations from the SB 125 Transit Transformation Task Force Final Report and to SB 960’s requirement for a statewide transit policy. That places the order within an existing state policy process focused on project prioritization, data standards, and fare-payment coordination.
