Boston commuter rail contract: MBTA shortlists three bidder teams

The Boston commuter rail contract process is entering a more defined phase, with the Massachusetts Bay Transportation Authority (MBTA) confirming three qualified consortia that will be invited to compete for the next operating agreement, as reported by Railway Supply.

MBTA’s current contract for the management, operation, and maintenance of the commuter rail system runs through June 30, 2027. The shortlist includes Keolis – Alstom JV Partners (a joint venture between Keolis America and Alstom Transport USA), Mass Regional Rail (Alternate Concepts, TransitAmerica Services, and RATP Développement), and a third consortium combining Transdev North America with Transport UK Holdings Limited.

MBTA commuter rail operator RFP timeline
Under the MBTA commuter rail operator RFP, MBTA issued an initial Request for Proposals (RFP) to the three shortlisted groups on December 17, 2025, as Metro Magazine notes. The bidders will then have nine months to carry out due diligence. Final bids are expected in the fall of 2026, and MBTA plans to name a preferred bidder by the end of 2026.
Boston commuter rail contract goals for service and performance
MBTA says the commuter rail network has recorded multiple milestones since the pandemic, including a rewrite of schedules aimed at maintaining consistent service throughout the day. The authority links that approach—and the flexibility it created—to a notably strong ridership recovery compared with many commuter rail systems in the country.
Work to increase frequency is also continuing, including the planned introduction of 30-minute intervals on the Framingham/Worcester line. On reliability, MBTA points to ongoing projects such as upcoming upgrades at North Station. Safety remains the top priority, with improvements underway at nearly 300 level crossings across the network.
Looking to the next operating period, MBTA says it wants the future partner to build on these steps and help shift the traditional commuter rail model toward a modernized, high-frequency regional rail service. A reconfigured set of performance indicators is intended to drive results in operational performance, customer service, fare collection, and capital investment—while encouraging continuous improvement.
Fairmount line BEMU hybrid trains included in the contract
Alongside rail operations, the contract scope includes running parking facilities. It also covers the delivery and operation of a decarbonized service on the Fairmount line—serving the southeast of the Boston metropolitan area—using hybrid trains, described as battery-electric multiple units (BEMUs).
In early 2025, Keolis, the current operator, and MBTA launched a tender to procure hybrid trains for Fairmount service. MBTA has allocated a $54 million budget for the new trains, aligning with the agency’s previously approved Metro Magazine coverage of the $54 million Fairmount Line plan, and the units could become operational in 2027 as the authority advances plans tied to the next Boston commuter rail contract.
