The MBTA Commuter Rail operating contract has entered a new stage, with Boston’s transit agency moving three qualified teams forward to the proposal round for the next operator of the Commuter Rail network, as previously covered by Railway Supply.

The MBTA said its current Operating Agreement for managing, operating, and maintaining the Commuter Rail system will expire on June 30, 2027, according to Progressive Railroading.

The three teams invited to submit proposals — listed in alphabetical order — are Keolis – Alstom JV Partners (a joint venture of Keolis America Inc. and Alstom Transport USA Inc.), Mass Regional Rail (a consortium of Alternate Concepts Inc., TransitAmerica Services Inc., and RATP Développement S.A.), and a consortium of Transdev North America Inc. with Transport UK Holdings Ltd.

MBTA rail operations bid shortlist and RFP timeline

The agency sent an initial Request for Proposals (RFP) to the shortlisted teams on December 17, as reported by Metro Magazine. This step follows the Request for Qualifications issued on July 18, with Statements of Qualification received on October 3, MBTA officials said.

The MBTA also pointed to post-pandemic milestones on the Commuter Rail system. Schedules across the network were rewritten to support consistent all-day service, and officials said the flexibility from those changes has helped drive a ridership recovery that has been unmatched by most Commuter Rail systems nationwide.

Service upgrades tied to a modern, high-frequency Regional Rail vision

As it works toward a successor to the current Operating Agreement, the MBTA said it is continuing efforts to improve service frequency, including 30-minute headways on the Framingham/Worcester Line. Reliability is expected to strengthen through projects such as upcoming upgrades at North Station, while safety remains the agency’s top priority. The MBTA highlighted safety enhancements at nearly 300 at-grade crossings across the network.

The agency’s objective for its next operating partner is to build on recent milestones by upgrading the legacy Commuter Rail system into a modern, high-frequency Regional Rail service. Contract scope also includes parking operations and the delivery and operation of the Fairmount Line’s decarbonized battery-electric multiple-unit (BEMU) service.

What happens next in the Regional Rail Operating Contract process?

Beginning this month, the MBTA plans to engage each bidder through a competitive dialogue process intended to help ensure the final contract produces competitive bids and delivers value to the Commonwealth. The bidders will also spend nine months conducting due diligence.

In fall 2026, Final Proposals are expected to be submitted to the T. MBTA officials said the agency aims to select a Preferred Proposer by the end of 2026, leaving sufficient time for the incoming operator to mobilize before taking over responsibility for the service.
