Rail Baltica procurement enters new infrastructure phase

Rail Baltica procurement has entered a new stage. Several framework agreements for railway infrastructure components and railway superstructure materials were signed or completed.

The combined estimated value of these purchases may reach EUR 1.13 billion. It depends on available funding and the project implementation schedule. The model is being carried out jointly by the organizations overseeing the high-speed rail project in Estonia, Latvia and Lithuania. RB Rail is coordinating the process. The aim is to develop the line as one unified and compatible rail system across the Baltic corridor.

Under these framework agreements, prices are defined in advance. Quality requirements, performance conditions and delivery deadlines are also set in advance. At the same time, no immediate financial commitments are created. This allows national entities to place orders in line with construction progress. It also preserves project flexibility and supply chain stability.

Also, the agreements have a duration of seven years. In addition, they establish transparent conditions for long-term supply and planning in line with European Union financing principles.
Railway infrastructure components available for order
Several contracts have already been finalized. For example, agreements for cabling systems cover conduits and cable ducts. Those materials are already available for order. The sleeper contract was signed last December. It is now in the implementation phase. Materials will be available for order from September 2026.
Meanwhile, rail contracts have also been signed in Latvia. Initial implementation activities are already underway. Rails are expected to be available for order from July 2026. Crushed stone for railway infrastructure is expected to be available from September 2026.
Separately, framework agreements have also been concluded for switches, high-speed switches and rail expansion devices. The first materials under those agreements are expected to be available for order by the end of 2026. This will allow certification processes to begin for the first types of equipment.
Joint procurement across Estonia, Latvia and Lithuania
Project representatives say the joint procurement approach allows for more advantageous commercial terms. It also ensures uniform technical standards. Still, the wording remains tied to the project representatives’ position. “By jointly procuring materials for the entire Rail Baltica line, rather than separately in each country, we can ensure deliveries of the required quality at competitive prices. Large volume orders strengthen our negotiating position in a volatile construction market,” said Thierry Boussillon, Chief Programme Management Officer and member of the RB Rail Board of Directors.
