Amtrak is advancing the New Haven to Providence Capacity Planning Study with state and federal partners, focusing on the Northeast Corridor section linking the two cities.

Northeast Corridor passenger rail and study scope

The publicly owned US rail operator is examining how passenger services on this section of the NEC could be protected and improved over the long term. It hopes the study will support ⁠higher train frequencies and speeds while improving the reliability and resiliency of commuter and intercity journeys.

The work forms part of a wider improvement programme that received $10 billion in federal funding three years ago under the previous White House administration. Two years ago, Amtrak received a further $200 million for improvements to the Northeast Corridor and Gulf Coast.

The study considers long-term mobility needs, economic prosperity and quality of life in communities served by the route. It also aims to protect important historical, environmental and cultural resources.

Potential rail alignment alternatives will be assessed alongside options for improving existing rail lines. The study will also complete the initial work required to identify the capital investment that will be needed.

Amtrak has clarified that no preferred alignment or predetermined package of improvements has been selected. Environmental permitting is also outside the scope of the current study. Once potential improvements have been identified, separate processes will be required to establish permissions for planning, design and environmental activities.

Community engagement and final report

Community participation forms part of the process, which Amtrak has described as “a robust community engagement effort”. The study team will consult residents along the route to understand local needs and gather feedback.

A final report will summarise the study’s findings and recommend the next steps. During the process, the partners will contact communities along the route to understand their needs.

The study team has also established a ⁠dedicated website and email address for public engagement. Residents can use these channels to ask questions, provide feedback, learn about public meetings and register for updates.

An Outreach and Engagement Plan is available through the website. One of the plan’s initial measures will be attendance at various community events across the study area during the summer.
