The company develops and operates the UAE’s national rail network. In its national safety campaign announcement, Etihad Rail says the campaign is intended to improve understanding of safe behavior around railway infrastructure. It is part of preparations for the country’s first nationwide passenger rail network.

The safety messaging is being introduced before passenger operations are expanded. It links public education with the phased rollout planned for 2026.

Etihad Rail says the initiative will run across several channels. These include television, digital platforms, and community engagement activities. The messages are aimed at the public across all Emirates.

“Safety is Care”

The United Arab Emirates is preparing to introduce nationwide passenger rail services for the first time. Etihad Rail is working to familiarize communities, road users, and future passengers with safe conduct around the railway.

The company presents the campaign as a long-term initiative. It is not described as a limited set of safety warnings. Its central message is that safety means care. At the same time, responsibility is shared by individuals, communities, and the transport system.

Etihad Rail says risks may arise not only from deliberate actions. They may also come from inattention or routine behavior. For that reason, the campaign uses a behavioral approach. It is designed to encourage awareness, positive intervention, and safer reflexes in public spaces.

Etihad Rail passenger services to begin in phases

Etihad Rail says passenger operations will start in 2026. They will be introduced in phases. Initial services will be rolled out gradually. Safety, reliability, and comfort are identified as key priorities.

“Safety is at the heart of everything we do at Etihad Rail. As we prepare to launch passenger services in the United Arab Emirates, it is essential to build awareness and understanding of how people should safely interact with the railway,” said Azza Al Suwaidi, Deputy CEO of Etihad Rail Mobility.

Azza Al Suwaidi said the initiative is meant to build a culture of shared responsibility.

“This campaign is about building a culture of care and shared responsibility, so that our communities, our passengers, and our employees all play a role in maintaining the highest safety standards. This year, we will introduce passenger services through a carefully planned, phased approach designed to ensure that every journey meets our expectations for safety, reliability, and comfort from the very start,” said Azza Al Suwaidi.

Rail safety education in schools and communities

Also, Etihad Rail has released visual materials for the campaign. They show how rail safety messages will appear in physical and digital spaces. The materials use travel scenarios and everyday interactions. They make safety rules easier to understand.

In addition, the campaign will include activities in schools and local communities. It will also involve key stakeholders in the network’s development. Its purpose is to introduce rail safety education before passenger services are expanded.

The company says the rail network has been developed in line with international best practices. It points to advanced signaling systems. It also cites strict operational protocols and continuous monitoring as part of the network’s safety framework.

UAE passenger rail network to connect 11 cities and regions

The campaign follows Etihad Rail’s presentation of details about the future national passenger rail network. The first phase of commercial services is scheduled for 2026. The network will connect 11 cities and regions across the United Arab Emirates.

Previously announced stations include Abu Dhabi, Dubai, Sharjah, and Fujairah. Other named locations are Al Sila’, Al Dhannah, Al Mirfa, Madinat Zayed, Mezaira’a, Al Faya, and Al Dhaid.

Etihad Rail has previously said that the passenger fleet will include 13 trains. Of these, 10 have already been delivered, tested, and certified. Each train will be able to carry up to 400 passengers.

As also covered by Railway Supply, the trains will feature ergonomic seating, onboard Wi-Fi, individual power outlets, and modern interiors. Etihad Rail is positioning the service as an alternative to road transport. Across the country, connections between major cities rely heavily on highways.
