On August 5, 2022, the Cabinet of Ministers adopted a draft presidential decree on the seizure of 903 objects belonging to the Russian Federation and its residents. According to the Scheme program, the document was further submitted to the National Security and Defense Council, but was returned back to the Ministry of Economy for revision. Since then, no decision on the withdrawal has been made.

Analysts emphasize that according to the law “On the State Budget of Ukraine,” the funds received from the seizure of Russian property should be attributed to the Fund for the liquidation of the consequences of armed aggression. And then directed to the construction and reconstruction of public buildings, critical infrastructure, health facilities, the purchase of housing for IDPs and people who lost their homes as a result of Russian aggression.
