Only Newag and Pesa submitted proposals for double-decker trains to PKP Intercity
14.10.2023
In the renewed tender for the supply of double-decker trains, PKP Intercity received only one proposal, this is reported by the railway transport news portal, Railway Supply.
In late July 2023, PKP Intercity announced a tender for the purchase of 38 seven-car double-decker trains and 45 multi-system locomotives.

This tender was reopened after the failure of the preliminary procedure that had been ongoing since September 2021.
At that time, a single proposal was submitted jointly by Pesa Bydgoszcz and Newag, but it turned out to be too expensive. Additionally, the funding for this order was uncertain because it was supposed to come from the National Recovery Plan.
In the updated tender, PKP Intercity decided to change the source of funding for the contract.
This time, the funds are expected to come from external financing, the company’s own resources, and bond issuance.

In total, PKP Intercity allocated 6.6 billion zlotys for this contract. Estimates in the preliminary tender were 5.4 billion zlotys.
This means that PKP Intercity will have to contribute significantly more if they decide to sign the contract, as the consortium offered to supply the trains for 8.5 billion zlotys. In the preliminary procedure, the proposal amounted to 7.8 billion zlotys.
At the TRAKO exhibition, Pesa Bydgoszcz and Newag signed an agreement outlining the details of their collaboration in the construction of trains.
Newag will manufacture electric locomotives with a speed of 200 km/h, while Pesa will be responsible for building the carriages.
