BART Silicon Valley Phase II Extension Advances on 6-Mile Project

The BART Silicon Valley Phase II extension is progressing, with the Santa Clara Valley Transportation Authority (VTA) reporting advances in construction and project delivery. The project calls for 6 miles of track and four new stations, connecting Berryessa through downtown San Jose and into Santa Clara, California.

Construction crews have completed the structural walls and most of the structural support systems. About one-third of the concrete ramp has been built, and approximately three-quarters of the required excavation work is complete, according to VTA officials. Design work for the project’s 5-mile underground tunnel has also been finalized.
Contract changes and early project funding
The VTA board has approved a change to the construction contract with Kiewit Shea Traylor (KST), moving it to a target price and incentive-based model. VTA officials said the revised structure is intended to improve cost transparency through open-book accounting, strengthen risk management and align incentives to support efficient and accountable project delivery.

Under the phased delivery strategy, the board has authorized $400 million for early work. Future project funding will require board approval.

Phase II is the second part of VTA’s two-stage BART Silicon Valley Extension Program. Phase I opened passenger service to Milpitas and Berryessa/North San José in June 2020.
The current phase is planned to add three stations with underground platforms — 28th Street/Little Portugal, Downtown San José and Diridon — along with a ground-level station in Santa Clara and a train maintenance and storage facility. VTA estimates that the completed extension could carry 55,000 weekday riders by 2040.
