SPAIN: The Adif GSM-R upgrade tender, worth almost EUR 175.5 million, covers maintenance, operation and technological renewal of communications systems across major sections of Spain’s high-speed railway network.

GSM-R core systems are part of the renewal

The 48-month procurement goes beyond routine maintenance. It covers the central GSM-R platform used for railway voice communications, along with fixed telecoms, fibre and data networks, security systems, tunnel communications, mobile-operator infrastructure and the central energy remote-control system.

A Spanish government authorization issued before the tender launch gives more detail on the GSM-R work. It identifies the radio subsystem, switching subsystem, and operation and maintenance systems among the central equipment to be maintained and renewed. The same authorization also lists GSM-R radio equipment, technical huts and towers, central telecoms management systems, and energy-control servers and communications equipment.

The work spans the Madrid–Valladolid and Madrid–Barcelona–French border high-speed corridors, including the Zaragoza–Huesca and Camp de Tarragona–La Boella branches, as well as Madrid–Valencia, Madrid–Seville, Córdoba–Málaga, La Sagra–Toledo and the Albacete branch.

The supplied tender announcement values the contract at almost EUR 175.5 million. The preceding Council of Ministers authorization gave an estimated value of EUR 181.26 million excluding VAT and noted possible extensions.

The tender is not presented as an FRMCS rollout

The available official authorization describes this procurement as maintenance, network operation and renewal of existing GSM-R and related telecommunications systems. It does not identify the contract as an FRMCS migration programme.

Adif is pursuing FRMCS separately. In its FRMCS pilot programme, the infrastructure manager says FRMCS is intended to replace GSM-R and use 5G-based capabilities for higher-volume data applications. That work includes a pilot section on the León–Guardo metre-gauge line and validation activity involving the Albacete–Alicante high-speed line.

The distinction is important for the scope of the present tender. The procurement is focused on keeping GSM-R and associated telecoms and energy-control infrastructure maintained and technologically updated over the next 48 months, while Adif’s FRMCS development is being handled through separate pilot and validation projects.
