56 firms pick up plans for MTA’s $100M-plus Westchester Yard flood contract

Fifty-six firms have taken bid documents for the MTA’s Westchester Yard flood protection contract in the Bronx, estimated at more than $100 million, with bids due October 29.

Contract C40001 is an invitation for bids covering long-term flood mitigation and drainage work at the yard. The C40001 solicitation notice lists a perimeter flood wall, a seepage cutoff wall and security fencing, with access control and CCTV for the new walls. It also covers drainage improvements, pumping upgrades at circuit breaker houses and a new pumping facility. Track, signal and traction power work supports the flood protection. The contract runs for 1,461 days, uses A+B bidding and is listed as 100% FTA-funded.

MTA Construction & Development (MTA C&D) advertised the contract on August 26 with an opening date of October 8. The current solicitations page now shows October 29 after one addendum. The notice scheduled a virtual pre-bid conference for September 8 and a site tour at the yard for September 9.

Who picked up the Westchester Yard documents

The Westchester Yard plan holders list, printed on September 28, names 56 companies. Among them are Kiewit Infrastructure Co., Skanska USA Civil Northeast, Judlau Contracting, Tully Construction, Posillico Civil, Yonkers Contracting, RailWorks Transit, J-Track and KB Signaling. Engineering firms on the list include Mott MacDonald NY, WSP USA, TY Lin and Hatch. A plan holders list records who obtained the documents. It does not show who will submit a bid.

How flooding at Westchester Yard affects the 6 line

Westchester Yard sits in a low-lying area and has repeatedly seen significant ponding during heavy rain and flash floods, the MTA said in April 2024. At that time the yard housed all 49 trains running on the 6 line. MTA Chair and CEO Janno Lieber said flooding at the yard disrupts service for more than 500,000 daily riders.

That month the MTA received a $33.2 million federal PROTECT grant from the Federal Highway Administration for drainage and flood control at the yard. The C40001 notice does not state how that grant fits into the funding of the construction contract. MTA C&D is also procuring a project management consultant for the yard under contract D81780. That contract is estimated at $10 million to $50 million over 57 months, with proposals due on September 29.

Hudson Line bundle oversight draws 69 firms

The second procurement covers Metro-North Railroad. MTA C&D is seeking a project management consultant for the Hudson Line Bundle under solicitation CS00052M. The plan holders list for CS00052M shows 69 firms as of September 28. The CS00052M solicitation notice estimates the contract at $10 million to $50 million over 60 months, with proposals due on October 27. The consultant will oversee four elements: Track 1 electrification and substation upgrades, a track profile raise, an undergrade bridge replacement and slope stabilization.

A separate design-build contract, estimated at more than $100 million over 1,500 calendar days, covers the Hudson Line works. Its project overview describes electrification of about 11.5 miles of Track 1, the only track without third rail in the four-track corridor south of Croton-Harmon. It also covers the replacement of four undergrade bridges and permanent rock slope stabilization at four locations. The CS00052M notice, however, labels Track 1 electrification as a design-bid-build element.

Where the Hudson Line Bundle works are located

The three elements share one stretch of the line between MP 19.2 and MP 33.2. The CS00052M consultant notice also names a track profile raise as a separate element.

Four teams were shortlisted for the design-build contract, with proposals originally due on August 20. The current due date is October 21. Mott MacDonald NY, Stantec Consulting Services and WSP USA, lead designers on three of those teams, also appear on the CS00052M plan holders list.

October deadlines for both procurements

Design-build proposals for the Hudson Line Bundle are due on October 21. Consultant proposals for CS00052M follow on October 27, and Westchester Yard bids on October 29. All three are the current dates listed by MTA C&D, and the Westchester Yard opening has already moved once.
