UP-NS Action Center now appears on Union Pacific’s website for its proposed Norfolk Southern merger. UP announced the section on social media on May 14. It is described as a way for members of the public to “make your voice heard.” This is reported by the railway transport news portal Railway Supply.

As Railway Age reported, the Action Center section carries this statement: “The proposed Union Pacific – Norfolk Southern combination will create America’s first transcontinental railroad, driving economic growth for communities, enabling cost savings for shippers and strengthening the U.S. supply chain,” the Action Center section of the website reports. “Plus, it comes with an unprecedented guarantee – every union employee with a job at the time of the merger will continue to have one. Your elected officials need to hear from you. Send a letter today and tell your representatives why this merger matters.” The site also says members of the public may send officials a message. The message can be edited “to reflect your own perspective.”

Together, the transaction website and STB section describe two public-facing paths around the proposed UP-NS combination. One involves messages to elected officials. The other involves filings or comments submitted through the STB process.

UP-NS Action Center and transaction website resources

The UP-NS transaction website is arranged around seven resource tabs.

“The Impact” presents information on jobs and workforce, service and reliability, economic impact, safety, sustainability, passenger rail, short line growth, national security, and watershed markets.

“Enhancing Competition” covers “Building A Stronger, More Competitive Network.”

“STB Review” includes the latest filing materials related to the UP-NS application before the Surface Transportation Board. It also includes transaction details.

“Newsroom” provides the latest news, updates, and perspectives on the proposed UP-NS combination.

“Supporters” features statements from figures and organizations across several categories. Examples include:

According to the transaction website, “more than 2,000 businesses, unions, farmers, and community leaders have already told the Surface Transportation Board why this combination matters.”

STB review and amended merger application

On April 30, UP and NS submitted an amended merger application to the STB. The application included additional analysis “reinforcing that the combination will drive growth, enable sustainable cost savings for shippers and strengthen the U.S. supply chain.”

The amended application responded to the STB’s requests for additional information in its Jan. 16, 2026, decision. Under the Board’s regulations at 49 C.F.R. 1180.2(a), the proposed transaction is classified as a major transaction.

Surface Transportation Board merger resources

Separately, the STB has also created a UP-NS Merger Resources section on its website. It includes selected filings and decisions, statutes and regulations, and past agency decisions. Those materials include major rail consolidation procedures, major merger decisions, and relevant historical press releases.

In addition, the section provides links to view all docket actions, including filings, decisions, and environmental comments. It also explains how the public can submit a filing or comment for consideration by the Board in the proceeding.
