Spanish public transport funding: where 2025 money went

Spanish public transport funding totalled EUR 735 million in 2025, the Ministry of Transport and Sustainable Mobility said on 5 January 2026 in a government press note published via La Moncloa.

The money was channelled through several support lines intended to keep services accessible, affordable, safe and sustainable.

During 2025, the Ministry opened multiple programmes for autonomous communities and for local or supra-municipal authorities. A large share was dedicated to fares: EUR 355 million was earmarked to cover free public transport for children up to 14 years old, along with 50% discounts on youth passes and multi-journey tickets. Other passes and multi-journey products were reduced by at least 40%, with the discounts co-financed with the beneficiaries.
Advance payments were made as the schemes rolled out. In December, the first EUR 201 million was paid to 75 beneficiaries — 11 autonomous communities and 64 municipalities, provincial councils and supra-municipal entities — out of a total of 135 beneficiaries.
Spanish public transport funding for islands and fare relief
For the islands, the Ministry introduced a dedicated line to fund a 100% discount on public transport passes and multi-journey tickets for collective land transport in the Canary Islands and the Balearic Islands. Under this support, the Canary Islands received a EUR 120 million subsidy in 2025, while the Balearic Islands received EUR 63 million.
Both autonomous communities also received advances in 2025 totalling EUR 118.95 million — EUR 78 million for the Canary Islands and EUR 40.95 million for the Balearic Islands.
Subsidies for regular public transport in metropolitan areas
Separate funding went to subsidies for regular public transport in Spain’s metropolitan areas. The Ministry allocated EUR 363.7 million to the Madrid Regional Transport Consortium, the Barcelona Metropolitan Transport Authority, the Valencia Metropolitan Transport Authority, and the Autonomous Community of the Canary Islands.
That allocation was split as follows: EUR 126.9 million for the Madrid Regional Transport Consortium, EUR 149.3 million for the Barcelona Metropolitan Transport Authority, EUR 40 million for the Valencia Metropolitan Transport Authority, and EUR 47.5 million for the Autonomous Community of the Canary Islands.
Grants for urban services and public bicycle-sharing services
To fund urban public transport services provided by local authorities, the Ministry launched a new grant programme in 2025 worth more than EUR 51 million. In total, 93 municipalities received support, including notable allocations for Zaragoza (more than EUR 7 million), Sevilla (EUR 4.8 million), Málaga (EUR 2.9 million) and Valladolid (EUR 1.7 million).
The Ministry also set up an innovative subsidy programme to promote the use of public bicycle-sharing services and support a modal shift from private cars to more sustainable modes of transport. Initially funded with EUR 10 million, it drew applications from 11 municipalities and supra-municipal entities, including A Coruña, Valladolid, Santander and the Barcelona Metropolitan Area; related programme details were also summarised by the European Commission’s Urban Mobility Observatory. Among these potential beneficiaries, three received advances in 2025 totalling EUR 159,000.
Overall, the Ministry said the 2025 package of Spanish public transport funding underlined the Government’s commitment to decarbonising mobility by promoting public transport and shifting travel away from private vehicles toward more sustainable alternatives, as reported by Railway PRO.
