Siemens and AtkinsRéalis Sign TramCité Systems Deal

The TramCité systems contract has entered co-development after Siemens Mobility and AtkinsRéalis signed an agreement covering technical design and integration for Québec City’s planned 19-kilometre tramway.

The companies will work through Connexion Capitale, the joint venture formed for the systems package. AtkinsRéalis said the progressive design-build phase will refine the technical solution, schedule, final pricing, performance requirements and delivery parameters before full execution.
CDPQ Infra selected Québec Connexion Capitale as the preferred systems consortium in March 2026. The co-development and detailed-design period will run for 14 months, after which a complete proposal is due to the Québec government in 2027 with a target price and timetable.
What the TramCité systems package covers?
The technical scope includes track installation, signalling, cybersecurity, traction power substations, overhead catenary equipment, communications, passenger information systems, supervisory control and data acquisition, and road traffic management systems.
Connexion Capitale will also handle project management, systems integration and interface management. Its work must align the rail systems with the civil package and the future rolling-stock supplier, while the consortium will oversee network testing and commissioning.
This phase moves the project beyond supplier selection and into coordinated engineering, where system architecture, construction interfaces and costs must be resolved before the final proposal is submitted.

A 19-kilometre network planned for 2033
The official TramCité project will connect Le Gendre and Charlesbourg through a 19-kilometre line serving 29 stations. It will include five intermodal transfer hubs, a two-kilometre tunnel through the Parliament Hill sector and two underground stations.
The tramway is planned as a fully electric network. Preparatory utility relocations are already under way in 2026, while early excavation at the Parliament Hill tunnel entrance has been brought forward.
The formal construction and testing phase remains scheduled for 2027–2032, subject to government approval of the complete proposal. Passenger service is planned for 2033, with the Réseau de transport de la Capitale operating the system and CDPQ Infra maintaining the infrastructure.
The project is expected to support approximately 78,000 jobs across Québec during its development and delivery. The next major decision point will be the government’s review of the completed technical solution, target cost and delivery schedule in 2027.
