“On the ProZorro website on October 1, 2021, a tender was announced for the purchase of “AC and DC electric trains for suburban passenger transportation” for the amount of more than UAH 31 billion. Not the freight cars, but the suburban and regional trains. The same one that is made today by Ukrainian manufacturers. The topic is also necessary. But in comparison with the situation of cargo transportation in Ukraine and the need to renew the fleet of freight cars, it is clearly a secondary plan. So, maybe this UAH 31.5 billion should be spent on the purchase of freight cars? “- the article says.

According to Vladimir Prikhodko, the domestic car building industry is in a deep crisis and there is only 1 – 2 years to rectify the situation, informs Railway Supply magazine with reference to Railinsider.

“If at the peak of its development, in 2011, the industry produced more than 51 thousand freight cars, then in 8 months of 2021 – only 929.“ Over the last ten years of the industry, the production of freight cars in Ukraine has fallen 38 times. The number of employees decreased by more than 3.3 times and amounted to less than 9600 people, – states Vladimir Prikhodko. – Today only two of 18 enterprises remain working. The stock reserves of wagons are sold by 6 plants. Today, two Ukrainian factories produce and sell cars: KVSZ (Kremenchug) and Dneprovagonmash (Kamenskoe).

He listed a number of enterprises that had closed in previous years or significantly reduced production. “Unfortunately, SVZ (Stakhanov) has not produced freight cars since 2014. Azovmash (Mariupol) in 2011 sold 17366 wagons (!) – the first place in Ukraine. And since 2015, it has never made more than 50 wagons a year. Kremenchug Steel Plant stopped in 2019. In the last two years there were not a single ton of casting. And so on, and so on … ”- the article says.

In addition, Vladimir Prikhodko criticized the control system for the localization of the production of imported equipment in Ukraine. “In fact, all the previously signed contracts for imported engineering products (Hyundai trains, boats, diesel locomotives, helicopters) represent commodity loans, statements on localization are nothing more than political slogans. The state does not have a ministry or department that is responsible for non-compliance with localization,” he said.

In particular, Vladimir Prikhodko notes that localization in the supply of 30 GE diesel locomotives to Ukrzaliznytsia was only 5.5%, and the intentions to build a plant of the Korean company Hyundai in Ukraine were never implemented.

As reported, the Ministry of Infrastructure of Ukraine recently presented a draft program for the renovation of the car fleet in Ukraine for a total of more than UAH 100 billion.
