Caltrain service cuts and the ballot measure
As reported by Progressive Railroading, the proposal would establish a 14-year regional tax measure. It would fund public transit in California’s San Francisco Bay area. About 7% of the funds would go to Caltrain.
Caltrain officials said the proposal would fully fund the railroad’s long-standing operating deficit. They said this in a press release. That support would last for the duration of the law. It would apply if the measure qualifies for the ballot. It would also require approval by a majority of voters. That funding question also shapes the scope of the service reductions. Caltrain says it may have to make those cuts without a new revenue source.

Without a new reliable funding source, Caltrain would need significant service and staffing cuts. The ballot measure is one such source. Those options include:
- closing more than a third of all stations;
- eliminating weekend service;
- reducing train frequency to once an hour;
- ending all service by 9 p.m.; and
- shortening service segments.
Operating deficit and budget planning
Caltrain officials said the railroad has a projected annual deficit of about $75 million. That applies from fiscal-year 2027 to FY2041. They said this is largely due to changing travel patterns. It also reflects increased maintenance costs tied to the transit agency’s new electric infrastructure.
In the coming months, the railroad’s board plans to refine FY27 budget scenarios. That depends on whether the ballot measure is on the ballots and approved in November. Caltrain is owned and operated by the Peninsula Corridor Joint Powers Board. It provides passenger-rail service from San Francisco to San Jose. It also provides commuter-rail service to Gilroy, California.
