Ballard Link light-rail extension could be cut back

As reported by Progressive Railroading, the Ballard Link light-rail extension could be scaled back. Meanwhile, Sound Transit is weighing how to address a $34.5 billion budget shortfall.

Why the Ballard Link light-rail extension is under review?
As Sound Transit notes, the proposed Ballard Link Extension is known as BLE. Also, it would connect Chinatown-International District and downtown Seattle with the Interbay and Ballard neighborhoods. In addition, voters approved the Seattle light-rail project in November 2016. It was part of the Sound Transit 3 vote.
The project remains in the planning phase. At the same time, Sound Transit leaders are reviewing cost-cutting options. One scenario would have trains stop short of Ballard. Still, local news reports published late last week said that possibility has frustrated area residents.

Sound Transit cites inflation and savings work
In a prepared statement from Sound Transit, Dave Somers addressed the issue. Separately, Somers is Snohomish County executive and Sound Transit chair. He said the board has been pressing the agency. Also, he said the agency was being pressed to find savings. Meanwhile, he said construction costs had seen unprecedented inflation.
“By adopting an affordable system plan, the board is committed to giving the region’s residents the benefits of Sound Transit 3. Since May of 2025, the agency has created a full toolbox of potential cost savings, and we look forward to analyzing the approaches offered by the agency to ensure revenues and expenditures are balanced and affordable while delivering on ST3 objectives,” Somers said. “Sound Transit has a strong track record of delivering complex transit projects, and the board has confidence in the agency’s ability to navigate these fiscal challenges and continue moving the region forward.”
