Ballard Link Funding Gap Puts Full 2042 Opening at Risk

USA: Sound Transit says the full Ballard Link Extension can still open in 2042, but the unfunded Seattle Center–Market Street construction segment could otherwise be delayed until around 2060.

Current funding reaches Seattle Center, not Market Street
Sound Transit’s revised ST3 System Plan provides construction funding for the Ballard Link Extension from Chinatown-International District to Seattle Center, with that initial segment expected to open in 2042. The section north through Smith Cove and Interbay to Market Street in Ballard is not yet funded for construction.
The adopted plan assigns 18.1 billion USD to the corridor: 17.8 billion USD for the fully funded initial segment to Seattle Center and 300 million USD to carry the full Ballard project through final design. Sound Transit’s Board resolution places Seattle Center–Market Street construction in a separate category for work that is not currently affordable within existing resources.
The resolution does not publish a construction cost for that remaining segment. Instead, it directs Sound Transit to provide annual reports beginning in the second quarter of 2027 with updated cost estimates, subarea revenue forecasts and the projected financial pathway needed to move projects such as the Ballard remainder into the fully funded program.

What passengers would get in 2042?
Under the current funding plan, Seattle Center would be the northern end of the funded Ballard Link segment when it opens in 2042. Smith Cove, Interbay and Market Street sit beyond that funded construction boundary, so those stations depend on additional financial capacity being secured.
Sound Transit is still advancing environmental review and final design for the full corridor rather than stopping work at Seattle Center. The agency’s current project material describes the full extension as a 7.7-mile light rail project with nine new stations from downtown Seattle to Ballard, including a new downtown rail-only tunnel.
The 2042 date for the funded Seattle Center segment is later than the previous 2039 schedule. Sound Transit attributed the change to revised station locations, an updated construction program and a longer environmental review process.
Financial milestones decide whether Ballard opens in 2042
Sound Transit says it needs approximately 1 billion USD in additional savings or financial capacity by 2030 to begin acquiring property between Seattle Center and Market Street. Final design is scheduled for completion in 2032, when the agency expects a refreshed cost assessment.
By 2033, the agency says it must have secured enough funding to construct the complete extension if the full route is to retain a 2042 opening date. Sound Transit has already identified around 3 billion USD in savings for the Ballard Link Extension and says it will continue reviewing design and construction approaches.
If those milestones are not met and the agency must instead wait for existing revenues to accumulate, service to Smith Cove, Interbay and Market Street could be pushed back until around 2060. The immediate project therefore remains split between a funded 2042 endpoint at Seattle Center and an unfunded northern section whose delivery depends on the next round of cost and financing decisions.
