Pennsylvania Raises Four-Year Freight Rail Funding to $240M

USA: Pennsylvania has allocated $240 million to freight rail in the first four years of its newly adopted 12-year transportation program, up $4 million from the comparable allocation in the previous plan.

The new program, which begins Oct. 1, 2026, provides more than $90 billion for transportation improvements across Pennsylvania. In its first four years, it assigns $16.9 billion to state highways and bridges, $12.9 billion to public transit, $367 million to multimodal projects, $240 million to freight rail and $154 million to aviation. PennDOT will submit the program to the Federal Highway Administration and Federal Transit Administration for review.
Freight Rail Allocation Rises by $4 Million
Pennsylvania’s previous 2025 12-Year Transportation Program allocated $236 million to rail freight in its first four years. The new $240 million figure is therefore $4 million higher, an increase of about 1.7%. The overall new transportation program is more than 3% larger than the previous program, according to the supplied announcement.

The comparison shows that freight-rail funding rises in the new program, but the increase is modest relative to the overall size of Pennsylvania’s transportation plan.

PennDOT Grants Can Cover Track, Turnouts and Ballast
PennDOT’s current rail freight grant policy allows the Rail Freight Assistance Program and Rail Transportation Assistance Program to support capital maintenance and construction of freight or intermodal rail infrastructure. Eligible work includes replacement or installation of ties, rail, plates, turnouts, other track materials and ballast, as well as track wayside equipment.
The state share is capped at 70% of eligible project costs. Under RFAP, PennDOT says the state contribution can reach up to $700,000 per project; RTAP also caps the state share at 70%, up to the amount authorized by the applicant’s Capital Budget Act line item. These program rules explain how state rail assistance can translate into physical infrastructure work, but they do not mean the full $240 million four-year allocation is one grant pool.
2026 Rail Grant Applications Close Aug. 28
Separately, PennDOT’s 2026 Rail Freight Grant Program is accepting applications through Aug. 28. The newly adopted transportation program sets the multi-year funding framework, while individual rail projects still move through program eligibility, application, evaluation and approval processes.
