Demand for cross-channel rail services is growing, and UK regulators are now reviewing operator proposals to determine the best use of Temple Mills International depot. This is reported by the railway transport news portal Railway Supply.

The Office of Rail and Road (ORR) contacted Eurostar and other applicants to request full operational plans. The depot plays a vital role in enabling international services between the UK and mainland Europe.

Earlier this year, ORR commissioned an independent review of Temple Mills capacity after multiple operators requested access. The findings showed there is limited unused capacity that can be allocated without changes.

Further increases in capacity may be possible with targeted infrastructure investment. ORR then invited Eurostar and applicants to submit feedback on the report’s conclusions.

After reviewing this evidence, ORR confirmed the report accurately reflects available space. According to initial submissions, either Eurostar could expand slightly, or one new entrant could be accommodated.

Cross-Channel Rail Services Applications Under Review

ORR now requires applicants to present detailed service proposals. These will form the basis for future allocation decisions. While the regulator is moving quickly, it also allows applicants time to develop thorough business cases.

Any access decisions will be made in line with ORR’s legal obligations. The process will consider available capacity, financial preparedness, expected operational performance, and public benefit.

Stakeholder feedback will also help shape final decisions. ORR expects to conclude the evaluation process later this year. It may issue formal access directions if proposals meet all criteria.

Martin Jones, Deputy Director for Access and International, stated the growing demand for international travel benefits passengers and supports competition.

“We’re encouraging all interested operators to submit clear, well-supported proposals,” he said. “We will act quickly but responsibly to ensure optimal use of Temple Mills.”
