In a press release from the Metropolitan Transportation Authority, officials explain that these measures are expected to generate $675 million in savings in 2026 and to build to more than $2 billion in cumulative savings by the end of 2029, supporting ongoing deficit reduction in the four-year financial plan.

On the operating side, the MTA has been transitioning its fare collection to a tap-and-ride contactless payment system and optimizing train crew schedules to use staff more efficiently. Officials also note that the introduction of newer, more reliable rolling stock is helping reduce maintenance costs, adding another layer of MTA cost savings and operating efficiencies.

Deficit reduction outlook through 2029

The financial picture differs markedly from 2021, when the MTA was authorized to borrow federal and state funds to keep services running while it implemented cost-saving measures. At that point, the authority was facing an anticipated annual budget gap of $2.5 billion.
