According to the organization’s website, the duty has been applied since January 22, 2016. In 2018, the rate was increased from 4.75 to 34.22% of the customs value due to the strengthening of the dumping policy. From August 25, 2019 to June 1, 2020, the measure was suspended in order to prevent a shortage of railway wheels in the market of the Eurasian Economic Union due to a sharp increase in demand.

At present, railway wheels are manufactured in the Russian Federation and in Kazakhstan at the facilities of the following companies: JSC Evraz NTMK, JSC VMZ, LLP Prommashkomplekt.

The manufacturer of railway wheels in Ukraine is Interpipe. According to the company, in 2020 it reduced sales of pipe and railway products by 17% in tons.  The total sales volume amounted to 662.4 thousand tons. The export share reached 81%, while the Ukrainian market share decreased from 24% to 19%.
