A groundbreaking ceremony for the 120km route took place on April 12 in Quang Ninh. Prime Minister Le Minh Hung attended the event.

International Railway Journal reports Vinspeed is delivering the Dong 147 trillion ($US 5.6bn) project. The company is a subsidiary of Vingroup. At 120km, it is expected to enter service before the 1541km North-South Railway. That would make it Vietnam’s first high-speed line to enter service. The North-South Railway runs from Hanoi to Ho Chi Minh City.

The line is designed for operation at up to 350km/h. It will start at Co Loa station in Hanoi. It will then run via Gia Binh, Ninh Xa and Yen Tu before reaching Halong. A rolling stock depot will be built at Halong. According to the Viet Nam Government Portal, completion is due by the end of 2028. The line will then cut the journey time between Hanoi and Halong to 23 minutes.

Siemens Mobility to supply trains and systems

Railway Supply reports Siemens Mobility is to provide Velaro Novo high-speed trains for the route. The deal stems from a strategic partnership and framework agreement. It was signed with Vinspeed in December 2025. In addition, the company will supply railway systems. These include ETCS Level 2 with automatic train operation (ATO), telecommunications and electrification.

At the ceremony, Siemens Mobility CEO Michael Peter said the cooperation would cover technology transfer. It would also include joint production and maintenance. The objective is to build a high-speed ecosystem in Vietnam.

Quang Ninh backs project delivery

Bui Van Khang, deputy secretary of the Quang Ninh Party Committee and chairman of the provincial People’s Committee, said the Hanoi – Halong project reflects both Vingroup’s strong capacity and commitment. He also pointed to the private sector’s increasingly significant role in developing Vietnam’s critical infrastructure.

He also said Quang Ninh province would work closely with national ministries and Vingroup. The aim is to ensure that site clearance and resettlement are completed on time. The project can then stay on schedule.
