South Carolina port rail expansion plans are moving ahead at the rail-connected North Charleston Terminal. South Carolina Ports Authority aims to expand roll-on/roll-off activity there to support the state’s automotive industry. This is reported by the railway transport news portal Railway Supply.

According to SC Ports, the SC Ports board has approved a design contract for the plan. Also, the authority said the expansion will allow more shippers to move additional cargo through the Port of Charleston.

The project includes a nearby former paper mill property that SC Ports purchased in 2024. Demolition at that site is scheduled to begin this summer. Meanwhile, work to prepare the terminal for ro-ro operations is expected to start in 2027. Completion is targeted for 2028.

North Charleston Terminal to add ro-ro capacity

Currently, breakbulk and ro-ro cargo is handled at the Columbus Street Terminal. That facility can process more than 250,000 vehicles a year through the Port of Charleston. In addition, SC Ports said the plan will create additional capacity at Columbus Street Terminal for other waterborne commerce.

“We are committed to growth, and we will use every acre of our real estate to welcome new cargo opportunities to Charleston,” said SC Ports President and CEO Micah Mallace.

Rail upgrades tied to future cargo growth

As Railway Age reported, the planned work includes rail improvements and the development of ro-ro capabilities. Palmetto Railways, SC Ports’ rail partner, will handle rail operations at the terminal. At the same time, the railroad interchanges with CSX and Norfolk Southern Railway.

Palmetto Railways President and CEO Patrick McCrory said the North Charleston Terminal rail-services expansion will build on the existing rail infrastructure. Separately, he said it will improve capacity for future cargo growth.

“Together, we will continue working seamlessly to enhance service for our shared customers for ro-ro operations at North Charleston Terminal, while also collaborating on future business growth opportunities at Columbus Street Terminal,” he said.
