Dmitry Chernenky: Siemens prepared in advance for localization and will participate in UZ tenders.

Siemens подготовился к локализации

Dmitry Chernenky, Key Account Manager at Siemens Ukraine, spoke about the intentions of the German rolling stock manufacturer to enter the tender from UZ for the purchase of 80 new trains, reports Railway Supply magazine with reference to urm.media.

It is known that Siemens will take part in the tender. Do you believe in fair competition in this contract and what rolling stock will you offer?

Of course, we welcome such programs to renew UZ passenger and suburban fleet. Tender announced in ProZorro – this is the right option for us. However, the conditions are not specifically outlined, different types of trains were mixed in one lot. And this raises many questions not only for us. In terms of rolling stock, we have rolling stock that meets the conditions of the tender: Desiro commuter trains and Velaro high-speed trains for regional traffic. We are ready to offer them, but in open tenders with understandable conditions, terms, etc.

About localization. Have you talked about this? Quite serious conditions are set by the Cabinet of Ministers and are you ready to fulfill them?

We are aware of the localization requirements, we have already held consultations, we have local partners who are ready to join the localization. This is normal for us, in many countries we had localization. Everyone knows about our 1520 gauge products. There is no problem here.

Can you assess the Ukrainian market for the construction of the plant? How realistic is this?

I would say that it is too early to talk about the construction of the plant. Rather, it is a collaboration with a global partner who already has a factory here. Yes, it needs to be improved and the technology transferred, but it is possible that a plant should be organized on the basis of a Ukrainian partner. Own factory means other expenses and other conditions.

Are you aware of other programs your company has participated in, for government funding from another country, like Stadler, where the Swiss risk agency is responsible for the lion’s share of this contract?

Each country has a financial agency supporting its own exports overseas. Germany also has one, but so far in Ukraine, such a project has not come down to it.

On October 1, Ukrzaliznytsia announced a tender for the purchase of 80 electric trains for an approximate amount of UAH 31.462 billion.

It is planned to purchase:

  • 30 suburban electric trains of direct current;
  • 30 commuter trains of alternating current;
  • 20 regional AC trains.

Later it became known that Siemens was interested in the tender.
