SEPTA proposes $2.7 billion budget for FY27

SEPTA FY27 budget proposal totals $2.7 billion for fiscal year 2027. It includes a $1.84 billion operating budget and a $920.7 million capital budget. Agency officials said the plan is 1.9% above the current fiscal year. It does not include fare hikes or service reductions.

“However, without a long-term funding solution, SEPTA’s future remains uncertain,” they said in a SEPTA press release. Still, the proposal reflects the second and final year of $394 million in capital funds. The Pennsylvania Department of Transportation approved those funds to support operations.

In addition, SEPTA said it has achieved nearly $30 million in annual savings. It also said income from advertising, parking and investments increased. Those efforts reduced the structural budget deficit from $213 million to $192 million, SEPTA said.
Capital budget and public hearings
Meanwhile, SEPTA’s proposed capital budget is part of a 12-year capital program. It is valued at $16.3 billion. At the same time, FY27 Budget-in-Brief proposal says $7.7 billion is dedicated to fleet replacement. That covers trolleys, passenger cars and Regional Rail cars.
Separately, the authority plans to hold four public hearings in May on the operating budget. Also, SEPTA’s public hearing notice lists a May 13 public hearing on the capital budget. The board will consider the budgets in June. If approved, they would take effect on July 1.
