SEDA-COG to Make Joint Rail Authority Independent in 2026

The SEDA-COG Joint Rail Authority will become a fully independent organization on January 1, 2026, following a decision announced by the SEDA-Council of Governments in Pennsylvania.

SEDA-COG Joint Rail Authority to Operate Independently
SEDA-COG created the authority in June 1983 after Conrail abandoned several unprofitable rail lines in central Pennsylvania. Local leaders established the JRA to purchase and operate those routes, preserving vital freight connections in the region.
Since its founding, the JRA has grown from two rail lines covering 80 miles to six lines extending about 200 miles. The network supports freight shippers throughout central Pennsylvania, ensuring continuous rail access for local industries and agricultural producers.
SEDA-COG Ensures Continuity of Regional Rail Service
When independence takes effect, SEDA-COG will no longer have a formal role in the Joint Rail Authority’s operations. However, existing relationships with freight customers, local governments, and business partners will remain unchanged.
Officials said the move recognizes the JRA’s maturity and operational capability after more than four decades of service. The authority will continue to preserve and promote freight rail infrastructure that supports regional economic development.
SEDA-COG emphasized that the transition aims to maintain stability and efficiency while giving the JRA more autonomy to manage day-to-day operations and long-term planning for rail service improvements.
