Infraestruturas de Portugal (IP) has launched the Porto–Lisbon high-speed line tender for the concession covering the Oiã–Soure high-speed section, a core part of the planned route between the two cities, as previously covered by Railway Supply.

It is the second tender in the programme, following IP’s signing of the concession contract for the Porto–Oiã section with the LusoLav consortium. Bids for the Oiã–Soure high-speed PPP tender must be submitted by 25 May 2026, as reported by Railway Pro.

Oiã–Soure high-speed PPP tender: scope of works

The PPP contract for the 61 km Oiã–Soure high-speed section covers the design and construction of the line, along with upgrades to the existing Coimbra station so it meets standards for high-speed services. It also includes the quadrupling of the Northern Line between Taveiro and the southern entrance to Coimbra station.

Beyond that, the winning consortium will build a new traction power substation in Coimbra and deliver connections between the high-speed line and the Northern Line near Oiã, Adémia and Taveiro. The links have a total length of 22 km. Maintenance is included too, except for the Northern Line sections that will be upgraded and Coimbra station.

Concession contract value, term and payments

For the Oiã–Soure section, IP set the maximum concession contract value at EUR 1.6 billion. The 30-year PPP contract includes a development period estimated at five and a half years and an infrastructure availability period expected to last 24 and a half years, as outlined by Infraestruturas de Portugal.

Payments by Infraestruturas de Portugal to the future concessionaire will be spread across the full term and are expected to reach a maximum of EUR 4.76 billion. In addition, EUR 600 million in public funds will be provided to cover costs related to project development, expropriations, the establishment and maintenance of construction sites, supervision services and works eligible for funding under European Union programmes.

The Porto–Lisbon high-speed line will be implemented exclusively through PPP schemes and delivered in three phases. The first phase is scheduled to become operational in 2030, the second in 2032, and the third after 2032.
