NSW rail funding package backs Sydney rail upgrades

NSW rail funding package allocations in the NSW Budget cover both new rail projects and work on the existing network, a programme welcomed by the Australasian Railway Association.

The package includes $2.4 billion for Parramatta Light Rail Stage 2 and $2.1 billion for reliability improvements across the Sydney Trains network. It also provides $4.5 billion for continuing Sydney Metro expansion works in 2026-27, $100 million in joint funding with the Federal Government for rail planning in Sydney’s south west, and $30.9 million for upgrades at Woollahra Station.

Caroline Wilkie, Chief Executive Officer of the ARA, said the Budget reflected the need to fund both new rail infrastructure and ongoing work on the current system.
“The ARA welcomes this recognition of the importance of ongoing maintenance funding, complemented by investment in new projects, to support the productivity and efficiency of the NSW network,”
Wilkie said the funding for Parramatta Light Rail Stage 2 would help support urban renewal and strengthen transport links between the Parramatta CBD and Sydney Olympic Park.
“Light rail projects like this do not just improve access and liveability, but are significant drivers of housing and commercial development to support the growth of the community,”
Rail Reliability Plan supports maintenance work
Under the $2.1 billion Rail Reliability Plan, funding covers network maintenance, improvements to the Rail Operations Centre, additional train drivers and guards for intercity services, and upgrades to track, signalling, power and other critical rail assets.
“Continued investment in the existing network is absolutely vital to ensure rail operations are as productive and efficient as possible,”
Wilkie also welcomed the commitment to maintenance and asset renewal.
“We welcome this commitment to ongoing maintenance and asset renewal to ensure the rail network continues to meet growing demand over time.”
NSW Government project materials put the Parramatta Light Rail funding into a defined network context: Stage 2 is planned as 14 stops over a new 10 km two-way track linking Stage 1 and the Parramatta CBD with Sydney Olympic Park via Camellia, Rydalmere, Ermington, Melrose Park and Wentworth Point. The same project page says the line will connect with Sydney Metro West, heavy rail and ferry services. The Budget’s transport overview also frames the $2.1 billion Rail Reliability Plan as record annual heavy rail maintenance, including funding for incident response, service recovery and the Rail Operations Centre.
