MTA drives next-generation fleet renewal

Governor Kathy Hochul confirmed that the MTA approved a major procurement of 378 R268 metro cars, continuing New York City’s largest transit upgrade in decades. Kawasaki Rail Car, Inc. will manufacture the trains, with deliveries starting in 2028.

The contract, worth $1.507 billion, replaces the aging R68 and R68A fleets and completes the modernization of the subway’s “B” division. The R268 cars align with Communication-Based Train Control (CBTC) standards, allowing faster and safer service.

This order forms part of the MTA’s $68 billion 2025–2029 Capital Plan, fully backed by the State Legislature and Governor Hochul. The plan aims to boost reliability, capacity, and accessibility for millions of riders.

Governor Hochul emphasized that the investment ensures a safe and efficient future for the city. “We’re making generational investments that keep New Yorkers moving,” she said during the announcement.

MTA supports local manufacturing and CBTC rollout

MTA Chair and CEO Janno Lieber highlighted that replacing cars before breakdowns helps control costs and maintain consistent service. The agency applied lessons from its R211 procurement to secure better terms for nearly 400 advanced cars.

Because CBTC enables precise train tracking, the R268 units will increase frequency and provide real-time passenger information. Congestion-pricing revenue will fund signal upgrades along Fulton Street, Liberty Avenue, and Sixth Avenue lines.

Future CBTC installations will expand across the Astoria and mid-Manhattan corridors, enhancing overall network efficiency. The cars will include accessible seating, onboard cameras, LED lighting, and digital signage for improved safety and comfort.

Kawasaki will assemble the fleet in Yonkers, supporting hundreds of skilled manufacturing jobs across New York State. Company President Yusuke Hirose said this contract reinforces a long partnership that has produced over 4,000 subway cars for the region.

MTA Construction and Development President Jamie Torres-Springer noted that the R268 project exemplifies the Capital Plan’s mission—to deliver reliable, comfortable, and future-ready transit for New Yorkers.
