INDIA: A proposed ₹45,000 crore program for India border rail upgrades would add tracks, platforms and network reinforcements across frontier states over 18 to 24 months, according to people familiar with the discussions.

India border rail upgrades span several frontier states

The reported investment is valued at up to 450 billion rupees, or about $4.7 billion. It would cover Punjab, West Bengal, Himachal Pradesh, Rajasthan, Assam and several northeastern states, with work divided among new railway lines, additional platforms and measures to strengthen existing networks.

According to the report on the proposed program, the border-state package would account for roughly 22% of India’s planned railway infrastructure outlay during the next two years. The people who described the discussions asked not to be identified because they are private.

The Ministry of Railways did not comment on the reported investment plan. No formal project list, approval document, procurement schedule or state-by-state allocation was disclosed, so the ₹45,000 crore figure remains a reported proposal rather than a confirmed funding commitment.

The proposed works are intended to create dual-use infrastructure: civilian railways that can also support military logistics. The reported priorities include high-capacity, all-weather links serving the Himalayas, the Siliguri Corridor and northeastern India.

For passengers and communities, the same construction would extend rail access in historically underdeveloped frontier areas. From a logistics perspective, the program is intended to shorten troop-mobilization times and provide alternative supply routes across sensitive regions near the borders with China, Pakistan and Bangladesh.

The new proposal would build on earlier investment in difficult terrain. About 1,700 kilometres of railway lines have been added in northeastern India over the past decade, according to the people cited in the report.

In Jammu and Kashmir, the government inaugurated the Chenab Rail Bridge in June 2025. The 1,315-metre steel arch bridge is part of the Udhampur–Srinagar–Baramulla railway and was engineered for seismic and wind conditions, illustrating the complexity of extending all-weather rail links through mountainous regions.

The reported spending would be deployed over 18 to 24 months, but the start dates and delivery sequence for individual projects remain undisclosed. Formal confirmation from the railway ministry or publication of budget and project documents would establish which schemes have been approved and how the allocation will be distributed.
