Ukrzaliznytsia disputes in court the conclusion of State Audit Service on the legality of the purchase of 100 passenger cars
Ukrzaliznytsia appealed to the Kiev District Administrative Court to overturn the withdrawal of the State Audit Service, which ruled that the UZ had no reason to purchase 100 passenger cars from KVSZ without a tender.
According to it, the expert opinion, which became the justification for the direct purchase, is not correct. During the study, the experts did not consider the full list of manufacturers of passenger rolling stock. On September 8, Ukrzaliznytsia went to court. The latter accepted the case for consideration and appealed to SAS to submit its position for further consideration within 15 days.
Note that if UZ loses the court, then the contract for the purchase of 100 passenger cars at KVSZ will become invalid. In June, UZ entered into an agreement with KVSZ for the purchase of 100 passenger cars worth more than UAH 3 billion without a tender, for a negotiation procedure.
UZ applied the negotiation procedure on the basis of a survey of some railcar manufacturers and the “expert opinion” of the Railway University that no other manufacturer would be able to produce 100 railcars in 12 months.
