Poland is preparing a regulation allowing the construction of railway lines with a design speed of 350 km/h

The Polish government is preparing a decree allowing the construction of high-speed railway lines in Poland with a speed of 250-350 km/h. This is a necessary step for the implementation of the Centralny Port Komunikacyjny project, Railway Supply reports, citing the CFTS.
The government has submitted for public discussion a draft amendment to the “Regulations on the General Conditions for the Movement of Railway Transport”. As Andrzej Bittel, Deputy Minister of Infrastructure in charge of the project, explains, the amendments are the result of CPK’s planned investment in the construction of new railway lines, including high-speed ones.

The lines planned by CPK are to be built with a 250 km/h standard, with a plan for a future increase to 350 km/h.
As stated in the project description, in addition to taking into account traffic control at these speeds, it is necessary to take into account the interoperability of the railway system in Polish legislation, which means the installation of only ETCS level 2 on new lines, without national signaling systems.
Another important design element is the ability to use ERTMS/ETCS layer 2 without trackside signals.
At the current stage, the Ministry assumes that the lines built by CPK will only be served by new or upgraded ETCS-equipped trains, so no trackside devices will be needed.
This is the second draft of amendments to this regulation since August last year, taking into account changes that allow driving trains at a speed of more than 130 km/h without an assistant driver. These changes are not yet finalized.
