A large-scale chemical, biological, radiological, nuclear and explosives response exercise involving community volunteers to simulate a chemical leak from a freight train near a station took place in Germany.

This is reported by the railway magazine Railway Supply with reference to the railwaygazette.

The exercise, organized by the Dortmund Fire Brigade, allowed 130 firefighters to test their decontamination skills.

This was the first field exercise under the preventive program (CBRNE Threat Preparedness through Shared Approaches between Security Professionals and Vulnerable Persons), which aims to improve the management of large and diverse groups of people in an emergency.

The exercise is funded by the EU Horizon 2020 program and coordinated by the UIC Safety Division.

Instead of using specialists or actors to play the role of victims, members of the public with little or no knowledge of such incidents were hired.


Some represented vulnerable people with musculoskeletal, visual or hearing impairments, as well as people who did not speak German.

The fire brigade had to cope with the additional technical and communication challenges associated with vulnerable people.
