FRU calls on government to ban the operation of wagons with expired service life
The Federation of Employers of Ukraine and car builders urge the government and the Ministry of Infrastructure to speed up the decision to ban the operation of freight cars with expired service life.
Since “the technical condition of the overwhelming majority of such rolling stock running on the Ukrainian railways is unsatisfactory.
” This is stated in the corresponding appeal to the Prime Minister and Minister of Infrastructure, The report notes that the reason for this situation is the fulfillment of the minimum volume of scheduled repair work for these cars, the regulations for which do not significantly differ from the current regulations for new cars, reports Railway Supply magazine
The consequence of this is the daily operation of about 56% of the country’s working fleet, which “carries high technogenic risks, increases the accident rate on the railway, 5-8 times increases the number of unscheduled repairs and daily increases the destructive impact on the superstructure of the track.”
The facts of uncontrolled import of rolling stock from the Russian Federation also negatively affect the competitiveness of domestic freight rail transportation.
During 2015-2019, more than 18 thousand units of freight cars were delivered from the Russian Federation, the standard service life of which has expired. In addition, the fleet of Ukrzaliznytsia is updated minimally. In general, this contributes to a significant increase in the number of cars with extended service lives on the railways of Ukraine over the past five years.
The Federation of Employers of Ukraine and representatives of car-building companies with the constant participation of the management of JSC “Ukrzaliznytsia” eventually came to an agreement on ways to solve the problem situation. Their developments formed the basis of the order of the Ministry of Infrastructure of Ukraine “On approval of the Procedure for establishing a ban on the operation of freight cars on railway transport” 217 dated April 19, 2021.
However, the Ministry of Justice of Ukraine refused to register this normative legal act. The Ministry of Infrastructure of Ukraine on its website on June 30, 2021 published a draft resolution of the Cabinet of Ministers of Ukraine “Some issues of determining the conditions and procedure for organizing the activities of public railway transport.” By the common representative body of the employers’ side at the national level, this draft resolution of the Cabinet of Ministers of Ukraine, with the consent of the main car-building enterprises: Kryukovsky Railcar Building Plant, Aurum Group LLC, TAS Group LLC, First Logistics Company LLC, was approved.
Therefore, the authors of the appeal urge that it be adopted at a government meeting in the near future. As previously reported, the government has banned the preferential import of expired freight cars.
