Baltimore transit-oriented development plan includes Rogers Avenue

Maryland leaders are set to present a Baltimore transit-oriented development plan Monday afternoon. It focuses on the transit system in the Baltimore area. Gov. Wes Moore is expected to appear with Maryland Department of Transportation officials. They are expected to introduce the proposal.

Baltimore transit-oriented development strategy
A CBS Baltimore report says the plan will include a request for qualifications. It covers redevelopment of state-owned land around the Rogers Avenue Metro Subway Station.
In addition, the strategy is meant to support housing development. It outlines how land around transit properties could be used. That includes empty parking lots. The aim is to increase Baltimore Metro Subway ridership through development around those properties.

Baltimore Metro Subway ridership and system history
The American Public Transportation Association’s fourth-quarter 2025 report puts average weekday ridership at 12,500. Separately, the mayor’s office says the system recorded 5.5 million riders in total during 2024.
Baltimore’s metro subway was established in 1983. It began with eight stations from Charles Center to Reisterstown Plaza. Five additional stations were added by 1995. Today, the system covers 15.5 miles. It includes 14 stations between Owings Mills and Johns Hopkins Hospital.
New Baltimore metro railcars entering service
Meanwhile, transportation officials began the process in January. It will bring 78 new metro railcars into service. “This is just one way that together we are undoing intentional disinvestment and delivering the kind of safe, quality transit options that our residents deserve,” Mayor Brandon Scott said at the time.
Also, those 78 new metro railcars are scheduled to enter service during 2026. They will be phased in. They will replace cars dating back to the 1980s. Gov. Moore is also expected to ride one of the new railcars at Monday’s announcement.
