A new plant for rail casting will be built in Atyrau, based on a five-month design contract between Texol Steel Technology and China’s Hubei Group. This is reported by the railway transport news portal Railway Supply.

The facility will be located within an industrial cluster and is scheduled to launch in 2027. The plant will produce up to 30,000 tons of casting annually and create about 500 new jobs.

Kazakhstan continues to boost its railcar manufacturing sector. In 2024, local producers delivered 2,565 freight cars—almost five times more than in 2023.
In the first two months of 2025, Kazakh plants manufactured 512 freight cars, marking a 4.8-fold increase compared to the same period last year.
Texol is expanding its capacity, aiming to reach annual production of 6,000 freight cars and tank wagons. This will support domestic demand and reduce reliance on imports.
New plant to boost localization in railcar manufacturing
The Semipalatinsk Machine-Building Plant plans to produce up to 600 open-top wagons annually. Vostokmashzavod is finalizing its upgrade to manufacture medium and large rail castings.
The Railcast Systems project, a bandage manufacturing complex, is expected to be operational between 2025 and 2026, strengthening the supply chain for critical components.
Plant in Atyrau to anchor industrial development
The project in Atyrau is part of a broader strategy to develop industrial infrastructure. It will contribute to regional job creation and long-term economic sustainability.
Kazakhstan is thus building a self-sufficient railcar manufacturing ecosystem with strong localization and export potential.
