Tram services return to public control in Adelaide
16.09.2025
The South Australian government restored direct government management of Adelaide tram services, and the initiative delivers on a key election commitment while ensuring accountability, integration, and long-term benefits to passengers on the city’s growing transport network.

Tram services and government policies
The transition happened on August 31 at 03:00 and marked a significant event in public transport policy. The action undid privatization policies initiated by the former Liberal government.

In 2020, the John Holland-UGL-Transit Systems joint venture, Torrens Connect, had won an eight-year contract to operate tram and bus services within Adelaide Metro Operations.
Labour, in its 2022 triumph, criticised the privatization system as it prioritised the money-generating key performance targets over communal compulsions. And thus, the new administration promised to return crucial services to public hands.
Agreements were signed by April 2023 with Torrens Connect and Keolis Downer Adelaide in charge of suburban rail. Observable is the absence of contract break payments, proof of sound budget preparation.
Tram transport and public accountability
Premier Peter Malinauskas emphasized having the tram system returned into community ownership increases integration, reliability in service provision, and customer safety. Premier Malinauskas argued open-reporting transparency and clear accountability directly benefits South Australians.
Adelaide Metro Operations will keep infrastructure and rolling stock until 2035. Meanwhile, the suburban rail contract ended in February 2025 and synchronized the whole plan.
Business analysts noted that South Australia is joining a broad trend in governments re-evaluating private contracts to provide essential services. Efficiencies are promised but opponents observe fractured accountability and dissolving public trust.
Through a return to tram services, the government presented itself as provider and custodian of city assets. Since transport influences urban form, the move is an indication of long-term planning and an exercise in economic strategy.
