Manufacturing is underway at the upgraded Stadler Kazakhstan facility, formerly known as the Tulpar plant. Over 400 specialists are already employed, and that number is expected to increase.
The assembly process includes body welding, painting, bogie installation, electrical wiring, interior fitting, as well as both static and dynamic testing.
This year, the company plans to deliver 51 railcars. This pace will ensure timely fulfillment of obligations and strengthen KTZ’s passenger transport capacity.
Localization of Passenger Railcar Production in Astana
According to the schedule, localization will reach 9.4% in the first year and rise to 35.2% by 2029. This will generate new jobs and boost the country’s industrial capacity.
Greater localization will reduce reliance on imports and support the development of related industries. Stadler is also investing in staff training and adapting its technologies to local standards.
Export Potential and the Role of Passenger Railcars
Stadler views this project not only as a domestic order but also as a gateway to expansion across Eurasian markets. The produced railcars could be offered to other countries in the region.
The project enhances the company’s global presence and positions Kazakhstan as a hub for rail manufacturing. Modern technology improves travel reliability and comfort.
Stadler emphasizes that producing passenger railcars for KTZ is strategically important. It supports fleet modernization, better service quality, and sustainable growth in the rail sector.
