The PESA HeiterBlick acquisition is intended to support the creation of a new European “train hub” that will provide new urban rail vehicles to carriers across Europe. At the same time, PESA Bydgoszcz SA says the transaction will strengthen its overall presence in Germany by expanding operations. HeiterBlick’s role as a tram producer has also been covered in Railway Supply.

PESA acquires HeiterBlick as Strategy 2030+ takes shape

The acquisition is described as being carried out in the spirit of the Team Poland initiative, which assumes close cooperation between key Polish development institutions to support the internal expansion of domestic enterprises. In that setting, the HeiterBlick GmbH deal is positioned as a precursor to the implementation of PESA’s newly adopted Strategy 2030+, as noted by Railway Gazette.

PESA was recently acquired by the Polish Development Fund (PFR) and has undergone a significant restructuring effort. The company says this process underpins its international growth plans and aligns with the broader Team Poland initiative framework.

Financing behind the PESA HeiterBlick acquisition

According to PESA, the deal was made possible with financial backing from a consortium of over 20 Polish and foreign financial institutions, including state-owned development bank BGK and the Export Credit Insurance Corporation (KUKE). In total, up to 6.8 billion PLN has been pledged to be granted to PESA to advance its future targets.

The package is designed to enable a doubling of production capacity and allow for the securement of a record order portfolio of more than 15 billion PLN. PESA also links the financing to its further international expansion, including the acquisition of assets such as HeiterBlick.

Team Poland initiative and comments from Andrzej Domański

Minister of Finance and Economy Andrzej Domański said the purchase of a German company by a Polish manufacturer reflects the Team Poland initiative as a modern model of cooperation between the state and business. He added that PESA’s international expansion, supported by Polish development institutions, strengthens the competitiveness and innovation of the Polish economy and reinforces Poland’s image as a country capable of creating and exporting advanced technologies.

Domański described the transaction as an example of economic diplomacy in practice and said that by acting as Team Poland, companies can operate on a European scale.
