New York Penn Station redevelopment is moving forward. Amtrak and US Transportation Secretary Sean P. Duffy outlined the latest progress. Also, they said a joint venture led by AECOM has been selected. It was selected to manage the project. LiRo-Hill is working with AECOM in that joint venture. Meanwhile, NJ TRANSIT has joined as a key partner.

New York Penn Station redevelopment team takes shape

Amtrak has also opened talks with potential master developers. Those talks are about their design ideas. At the same time, early work is underway on environmental reviews. In addition, a study is underway. It is looking at how to improve train services and capacity.

Separately, Duffy said the aim remains to begin construction next year. Also, he said federal agencies and Amtrak have worked together on the project. That cooperation has helped keep it moving forward.

U.S. Transportation Secretary Sean P. Duffy said:

We are moving at the Speed of Trump to break ground on the new and improved New York Penn Station next year. I’m fortunate to have Andy Byford as a partner in revitalisation to bring this project to life.

The Penn Station Transformation Project is expected to modernise the station. It is also expected to improve safety. In addition, it is expected to provide more space for passengers and trains.

Master developer selection and project timeline

Meanwhile, the current plan took shape in April 2025. Then the US Department of Transportation and Amtrak took control of the project. Control moved from New York’s Metropolitan Transportation Authority. In May 2025, Mr Byford was appointed to oversee the work. The US Department of Transportation announced that step. In addition, the project is being delivered through a public-private partnership.

Funding was announced in August 2025. It was for early design and planning work. Meanwhile, Railway Supply had previously covered that announcement. By October, Amtrak had invited companies to apply. The role was for the master developer. Also, it had appointed advisers to support the project. Three teams have been shortlisted:

  • Penn Forward Now
  • Penn Transformation Partners
  • Grand Penn Partners

A final decision is expected in May. The chosen developer is due to be announced in June. At the same time, design and environmental work will continue until the end of 2027. Construction is expected to begin then.
