FY27 transportation funding advanced yesterday after a 34-27 House Appropriations Committee vote. The committee approved the fiscal-year 2027 Transportation, Housing and Urban Development, and Related Agencies Appropriations Act.

According to a House Appropriations Committee press release⁠, the FY27 THUD bill provides approximately $92 billion in discretionary funding. The total is about 10.4% below the FY26 enacted level.

FY27 transportation funding for rail and transit

The bill allocates about $3 billion in budgetary resources to the Federal Railroad Administration. This represents an increase of $1 billion from the FY26 enacted level.

The Federal Railroad Administration funding⁠ includes $2.1 billion for Amtrak and $523 million for the Consolidated Rail Infrastructure Safety Improvements program. Also, it provides $271 million for rail safety and operations. The Railroad Crossing Elimination program receives $100 million.

Meanwhile, the Federal Transit Administration receives $16.5 billion under the bill. That amount is roughly $201 million below its FY26 enacted funding level.

In addition, the measure outlines $14.6 billion for transit programs financed through the highway trust fund. It also provides $737 million for Capital Investment Grants and $973 million for Transit Infrastructure Grants. Of the latter amount, $875 million is allocated to transit projects related to the Olympic and Paralympic Games.

Additional FY27 agency appropriations

Separately, additional FY27 appropriations include $31.1 million for the Amtrak Office of Inspector General. They also include $175 million for the National Transportation Safety Board and $40.8 million for the Surface Transportation Board.
