High-speed lines in Vietnam: VinSpeed and Siemens partnership

VinSpeed High-Speed Railway Investment and Development (VinSpeed, part of Vingroup) and Siemens Mobility have signed a large framework agreement on strategic partnership — as stated in a Siemens press release.

Under the partnership, Siemens Mobility will handle the development and supply of high-speed trains based on the Velaro Novo platform. In parallel, the company will be responsible for implementing key HSR infrastructure elements — the European Train Control System (ETCS) Level 2 and the automated train operation layer running on top of it. The scope also includes telecommunications systems and traction power supply systems. In addition, Siemens plans to provide advanced maintenance solutions designed to maximize equipment availability.
The partners also emphasize that they intend to deepen cooperation by stepping up work on additional agreements. These arrangements are expected to support the construction of modern railway infrastructure in Vietnam that meets international standards.
The framework agreement covers two future HSR lines, which were also reported by VietnamPlus. One is the 121 km Hanoi–Ha Long line with four stations in the country’s northeast. The other is the 54 km Ben Thanh (Ho Chi Minh City)–Can Gio line with two stations.
Velaro Novo high-speed trains are designed for operating speeds of up to 350 km/h. The manufacturer notes that, thanks to a wide carbody built in a hollow-tube design, the train offers at least 10% higher capacity and about 30% lower energy consumption than previous-generation high-speed trains.
In early December 2025, VinSpeed was approved by Ho Chi Minh City authorities as the investor for the Ben Thanh–Can Gio HSR project. The project cost is estimated at VND 102,400 billion (about USD 4 billion), excluding compensation for land acquisition and the costs of site clearance, which will be covered by the state budget.
The Hanoi–Ha Long line has been included in Vietnam’s railway development master plan adopted in November 2025, alongside the 1,541 km Hanoi–Ho Chi Minh City HSR corridor; Railway Supply previously covered the corridor project in a Railway Supply article.
