CTDOT says the program is aimed at rebuilding roads and bridges, modernizing public transportation, and making travel across the state easier and safer. In a CTDOT press release, Commissioner Garrett Eucalitto described the plan as a long-term effort to improve safety, better connect towns and cities, and support the state economy.

Funding outlook for fiscal-year 2026

For fiscal-year 2026, CTDOT anticipates spending $3.78 billion in federal and state capital funding across all transportation modes. The agency frames that figure within the wider 2026–2030 capital plan.

Major passenger-rail projects funded under the five-year plan

CTDOT lists several major passenger-rail projects that are underway and funded. Among them: replacement of CTrail station platforms on the Waterbury Branch and on the New Haven and Hartford lines, as well as construction of a new Hartford Line station in Windsor Locks.

The five-year program also includes construction of a testing and commissioning facility for a new coach fleet. On the maintenance side, it funds renovations to the car and diesel shops at the New Haven Rail Yard and renovations of the Stamford equipment maintenance facility.

Bridge replacement and project documentation

Replacement of the Norwalk River Railroad Bridge is another item included in the capital plan. CTDOT notes the document also summarizes past projects and how funding was allocated, and that both the plan and a breakdown for each project are available online in the CTDOT 2026–2030 capital plan list-by-year PDF.
