F40 Lease Fleet Starts MBTA Commuter Rail Service
06.03.2026
A F40 lease fleet is entering service on the Massachusetts Bay Transportation Authority’s Commuter Rail as part of a leased group of rebuilt F40PH locomotives owned by Rolling Stock Solutions.

Rebuilt F40PH locomotives added through lease units
Rolling Stock Solutions CEO Phil Puccia said the average age of commuter rail locomotives in the United States is 28 years. Also, many agencies are looking to modernize their fleets. At the same time, he said acquiring and building new locomotives can take years.
To address that, RSS purchased a small fleet of 12 former Amtrak F40PH locomotives and has been rebuilding them at Metro East Industries in East St. Louis, Illinois, as noted in an earlier Rolling Stock Solutions press release.
“The F40PH was probably one of the most widely used locomotives in the country, and so we wanted to be able to provide a locomotive that the mechanical and operations people already knew,” Puccia told Railway Age. “The F40PH is basically the Toyota Camry of locomotives.”
Rolling Stock Solutions expands the MBTA fleet
Meanwhile, Puccia said the first unit went into service on MBTA earlier this year, and additional locomotives from the F40 lease fleet will be entering service in the coming weeks and months. Separately, he said other transit agencies have expressed interest in RSS’ locomotives.
