Experienced Operators Invited to Bid for Melbourne’s Train Network

The Victorian Government announced today that the tender to run Melbourne’s train network is now open, calling on the world’s leading transport operators to get on board. The winner of the franchise will operate and improve the city’s suburban rail network from late 2027.

This is reported by the railway transport news portal Railway Supply.
A new operator will run over 2,000 daily services on the network. Duties include seven maintenance depots, more than 220 stations, nearly 7,000 employees, a fleet being modernized and more than 1,000 kilometers of track infrastructure.

Officials have stressed the importance of a seasoned partner that can provide a “world-class” service. The successful operator will have to seamlessly integrate with trams, regional rail lines, buses and the future airport link for better connectivity.
The MR5 refranchising programme is intended to increase reliability, improve accessibility and provide better real-time information for passengers, the government said. “Flexibility and creativity” in running the network are also key attributes that are expected of the new operator as the network flexes to keep pace with changing technology.
Procurement Process and Next Steps
The competitive tender process is based on a combination of proven service delivery and best value for money. A Register of Experience (ROE) phase will be launched in September to initiate the formal procurement process.
Shortlisted candidates based on ROE submissions will be invited by the State to progress to the EOI stage. This stage will determine who the capable bidders are for the contract.
