Victorian Freight Plan Priorities for 2025–2030

Minister for Ports and Freight Melissa Horne introduced the updated strategy to more than 100 industry leaders. She detailed targeted investments in rail, road, and port infrastructure to move larger volumes with fewer emissions.

She stressed the importance of protecting Victoria’s competitive edge and supporting its 260,000-strong logistics workforce. The plan also prioritises rail expansion, operational standardisation, and increasing network capacity and resilience.

Caroline Wilkie, CEO of the Australasian Railway Association, praised the initiative for providing a framework for future freight reforms. Because only 2% of freight moves by rail on the Melbourne–Sydney route, she emphasised the need for mode shift.

Victorian Freight Plan Backed by Innovation and Global Engagement

The government will launch an $8 million Freight Sector Innovation Fund. This will help small and medium operators adopt low-emission technology and expand electric charging networks for alternative fuels.

It will also give operators tools to measure and cut carbon emissions. And it aligns with the state’s goal to be the first in Australia to endorse the global Memorandum of Understanding for decarbonising freight transport.
