BART attributes the improvement to its Safe and Clean Plan, which increased visible police presence and train cleaning rates. Customer satisfaction now stands at 84%.

Fare evasion dropped from 24% to 15% after BART installed high-tech fare gates in 40 stations. Reported crimes, code violations, and welfare calls also fell, improving the passenger experience systemwide.
